He has some treasure that was the reason he needed to hire Roadhog as a body guard but nobody at Blizzard has made any hints as to what it is, only that he found it when the omnium blew up and it's not really HIS treasure to begin with.
Tho I think with how nuts he became after the omnium explosion soaked the outback in radioactive waste he might not be sane enough to actually do anything with the treasure if it turns out to be a God program like Anubis like many are theorizing.

From a motivational perspective, Gabriel Reyes hates Talon; they killed a crap ton of blackwatch and overwatch members and nearly killed gerard which sparked the retribution event. At this point in time it is very easy to see that Gabriel despises Talon. Fast forward to the fall of overwatch, this organization that he worked to keep the peace has basically been destroyed. The swissHQ got destroyed and around this time Gerard was dead (not from this specific incident but prior). Gabriel, with nothing to lose (and probably with his reaper powers), goes to Talon with a vengeance probably going to one man army it but sees that his friend’s wife, widowmaker being used as a tool so he doesn’t outright kill her or anything and instead develops a plan to climb the ranks and take it all over; Talon is an evil organization and has multiple leaders but a crap ton of resources; my theory is that his personal plan is to not serve doomfist or a council but instead eventually taking them out and becoming it’s sole leader; By becoming it’s only leader, he gains more power and influence to do what he wanted to do from the start during his Overwatch days which is to protect the world like blackwatch but much harder on all the tactics used prior; to do what needs to be done with no restrictions. As well as effectively destroying what Talon did and stood for as well as basically being a king in the criminal underworld of sorts. He breaks out doomfist to eventually win his trust since doomfist commands an impressive amount of respect despite being out of the picture for a long time in Talon.
Whether or not Moira had joined previously or after I don’t think necessarily matters in that she and reaper are at least on good terms with each other and her goal is to further her own research and I think this idea would explain the former black watch agents turning over to Talon’s side as noticed in the McCree comic; former agents to sympathize with Reyes and his ambitions. And Moira would seemingly not care who’s in charge of Talon as long as she continues to get funding as well as operating as Gabriel’s doctor.
