From bringing back Tracer, Genji and Mercy and reutilizing tons of assets and enemies, the lack of effort is pretty blatant.

You're saying that reusing Genji, Tracer, and Mercy is a lack of effort? At this point in time, Overwatch only has one named healer. They can't make non-overwatch missions (the thing is literally named Overwatch Archives), and not many healers were even active during this time period (Baptiste? Moira?), not to mention the plot contortions required to fit them on a team. Genji is a little strange, as he seems to have mutated from Blackwatch to regular Overwatch after Retribution or possibly Uprising, but Tracer is practically a given for this. The only other DPS/Tank that we could use would be Soldier, who is currently trying to keep the PR non-negative. Sending him out in the field would be too risky. I'd say that they aren't willing to put a ton of effort into bending the plot to make a mission with four completely new heroes, and they definitely aren't willing to throw away half of Overwatch Archives' name.
