As it's illogical for the Gwisin to put their de facto base of operations at risk, even if the kaiju retreats.
But, omniums can be big, and for the ECS omnium to manufacture a Kaiju, it must be tall.
So I believe the omnium was large enough to support construction of a Kaiju, until something happened between the Omnic Crisis and modern day that forced it under the water.
And knowing from Overwatch history, they would have been a prime target for destruction, however were lucky but had to retreat under the sea. A sattelite can detect something above the ground, even something as small as a mini sea stack.
In summary, they could have survived the naval theater of the Omnic Crisis (If there is any) at a larger size but would have been targeted and it barely evades total destruction once sattelites find out about their location.

Looking at the three leaders structure of a UN peacekeeping mission, OW's structure (for me anyways) is a mix of the UN peacekeeping military structure, and other countries military structures.
And if we go by the UN peacekeeping mission structure, the three highest ranking persons in Overwatch is Petras, the Special Representative or something equivilent. Morrison is the Force/Strike Commander, and someone else is the Chief Administrative Officer.

tracer bullets leave a short burst of light to assist in aiming, especially for machine gun fire in the dark, since night vision can be countered with flares
