I will now attempt to outline a potential mission involving Havana:
Over the past couple of months, the Cuban nation has undergone revolution, bloody in nature, but few buildings have been destroyed. But during the thick of the Havana Revolt, a revolutionary group has planted a RDD stolen from Talon inside the Hotel Nacional de Cuba. Because of this, Doomfist, Sombra, and Reaper with direct assistance from Baptise rush into the area, full of smoke, attempting to find the device and remove it from the hotel.
RDD?
RDD = Radiological dispersion device.
AKA: A weapon that disperses radiation without a nuclear explosion.
Still, is it a good idea for a situation in Archives?

Somewhere in early April until early May, when the anniversary event follows up from then.
During what I outlined for the potential Havana mission, the heroes have to first find a way inside the hotel as the main doors will be seriously blocked off, which is done via Widowmaker acting as support firing at the windows, allowing ladders to be deployed. Acting as the team's entry point, however once the windows are broken, revolutionaries will take attention and fire at the team, making a one person at a time strategy important in defending who's going up once it comes to it.

Yeah sure I didn’t realize you were in the middle of it.
Once they get inside the hotel, it will be filled with revolutionaries with a few having heavy weapons, making eliminating the standard revolutionaries important as the heavier weapons persons will require Doomfist to eliminate as they could have heavy armor alongside the damage output. Once the heavy weapons guys are eliminated, Sombra vanishes for a moment, however while she is gone, more revolutionaries enter in the same area as the heroes of the story but with more heavy weapons guys. Reaper, Doomfist, and Baptise now have to hold them off so Sombra can do her thing, which Sombra finds and hacks into the hotel's power system, turning off the lights.
D.Va has no problems with omnics. She would see gwishin very differently than other omnics.
With the power eliminated, Sombra returns and now Widowmaker gasses the exterior of the hotel with a few of her mines, giving the team breathing time to get deeper to find the device, which Doomfist destroys the door blocking their way. Which they get deeper into the hotel, but now they have discovered a kill zone set up by the revolutionaries, they now have to take out their aggressors in force.
this seems very elaborate for an Archives mission

You're not following the formula of the other Archives missions, though. None of them have "Widowmaker gassing the exterior" and "Doomfist destroys a door" and "Sombra does her thing".

There's no specialist roles or 'hero moments'.
You're ignoring the precedent and just writing an idealized storyline.

other than that all her in game abilities are represented in lore, and in lore she doesnt have anything that isnt in game

The reason why MEKA uses pilots is a recent one. Until recently, the mechs were actually drones. The Kaiju omnic adapted in a way that prevented them from working autonomously, so they needed to add pilots

The only actual thing that is superpower-esque that isn't supported with technology is Genji and Hanzo, I belive this due to their dragons having a connection to the Shimadas and not the weapons themselves.

The story needs more hard light lore, like what is able to create it.
Perhaps we could have a future Archives taking place in India, a country that makes sense for Blizzard to show what hard light can do as it's Vishkar's country of origin.

From current lore, there is a few jabs with Ilios and Hollywood, but Paris? I don't know. Some other city related maps like Busan, Hanamura, and Volskaya Industries had some lore released before or around them being announced as a map.

they might be used later, like Hanamura and Volskaya were used for animated shorts
but lore importance doesn't seem to be a prerequisite for becoming a core map
Still, it's up in the air for an Indian map, as it does have lore around it through Vishkar, and it can be another point where Blizzard can showcase more futuristic technology in the present day, in this case being hard light, as Utopaea was made from hard light. AKA: Show what hard light can do beyond combat applicably.
