It is how most media are done since the beginning of time.
more important people to a story would be given more detail and info.
It is an important caste difference.
You spend time to show the hero to be more detailed, while the mooks and bystanders are usually less so.
Now, we can see how Brig goes from a simple design to a detailed hottie in H&G, granted that is a nice animation that requires more details.
But you can still see details added in throughout the three publications on top of stylistic and media differences.

deadlock have reasonable bag of weaponary and toys, but even counting members off screen and whatever allies under her wings they are not that big in terms of numbers
LM is huge relatively. I mean as we know it they do have control of at least a small town if not more.
Sombra may not be the leader but if there is a huge conflict she would for sure lend a hand, if only to secure her own neighborhood
That said, even if we think there might be a few unintroduced LM members, LM overall have less heroic personalities.
So in a all out war then LM would have the seer numbers.
but if they were going at it as soemthing liek 6v6 (or whatever small numbers) then deadlock have the advantage
Junkers though, theya re absically a micro-nation, so yeah unless you madmax it youa re fighting against a small army.
Finaintially though LM might be on top, not for the sheer $$$ in bank accounts, but for the fact that if sombra approves she is gonna bring in cash whrough some work on the digital banking system.
Junkers have limited resources, and Deadlock is also limited, as we dont think ashe would use her family resources like Bruce. She seems to be the type that is going self sufficient without calling for daddy
That said, each of their own area of control is so far apart, so any conflict that may even remotely happen would be via a traveling member going through the other's zone of control, so it would be a tiny skirmish at best
in which case you can view these "dealing with traspasser" incidents as a bunch of msot likely mooks against a heroic character or two.
under such condition the heroic character almost always win, unless countered by another heroic character
So in the end it would be things like information gethering, quick response, and summoning of heroic personality that matters.
