or whatever allows him to use it, and is outside of his body, can be recreated
in the latter case, i'm guessing you need a shimada bioinformation to activate it
either that, or there's some kind of core part that can be removed and implanted into different swords
but i'm guessing you don't need that specific sword in its entirety to use the dragons
if genji has tattoo -> that's it, don't really need much more explanation for dragons
if dragon is external -> either the tech can be recreated, or some unique piece in his sword is removable/implantable
