One thing that can be done is to allow for duel wielding of moth a stronger melee attack and some mid range ability.
so the focus is like 50/50
a melee that knocks back the target and a mid range weapon like a fast SMG or shotgun type that does burst damage.

there's 3 ways they come up with new heroes:
- gameplay mechanics - they figure out a concept they want to work with, i.e. a mace and shield using paladin, and figure out what character could fit that
- lore - they look at characters in the lore that would add to the story, i.e. Doomfist, and figure out mechanics to fit them into the gameplay style
- art/design - someone on the team will come up with a design/idea they like, i.e. a cute animal or a rolling robot, and they'll figure out a character and gameplay mechanics to go with it
