My theory on Reaper being active for decades is that prior to Reyes becoming Reaper, "Reaper" was an urban legend based on Reyes's Blackwatch activity
He got wraith powers, and wraith powers got added to the myth
When shit goes down, Reyes decides he might as well become the monster that was based on him
