I just feel like in order for a character to get robotic prosthetics, they need to be well-connected (McCree, Genji) or have funding (Doomfist, Symmetra) or build it themselves (Torbjorn, Junkrat).

Lucio has none of these things, so if he was paralyzed from the waist down in a Vishkar workplace accident, an exoskeleton would be his only option.

That caused an uproar about her methods and her career was in ruins until Blackwatch came to hire her

She worked on Reyes and her own mutation, unknown to the public and Overwatch command

until the Venice incident which is what we played in Retribution
after that the knowledge of her actions and research became public and she left BW

She ended up in Talon (some believe she was in Talon before Venice already)
and publically works as a minister in Oasis, which is a city famous in universe for science above all

which fits her less-than-ethical approach

My favourite book series Mortal Engines is based in the aftermath of an apocalyptic war known as the 60 minute war. During the war some country's started resurrecting corpses using cybernetic parts, the resulting creatures being called stalkers.

The first book "Mortal Engines" heavily features one such Stalker also called Shrike. Who is also a vigilante after the 60 minute war.

About a year later, they were making Jetpack Cat as a cute hero. It didnt work out.
When they were making Junkrat, they had a concept where the demoman was in a big ball suit that looked like a bomb. They like the idea and put it aside.
They combined "Cute Hero" and "Ball Man" with the robot hammond above
