Lawful is a given, the evil part is more translated as selfish with a preference of dirty tactics. That part is sanjay's doing at least.
Remember Vishkar is basically creating a future utopia/dystopia depending on which cast you belongs to, to say the least.

Overwatch is basically a story of generations: Old-Current-Future (ignore that the kids not ready yet)
