Defender basically can not get to battlements in time, and enemy can use them just as easily. Best way to fix this is to move walls closer to defender.
On this screenshot is a starting phase of a multiplayer siege battle, spider unit of my enemy just ran to my battlements before i had a chance to hold them and threw web farther with battlement buff

that would also be great, or have some deployment phase, though it would be much harder to implememt than just move walls or defender spawn
If I remember correctly aow2/am had movement points doubled for city defenders during first turn when they stayed withing the walls (at least it felt like it back in the time) thus they could nicely position themselves.
