Honestly they should just allow it to be purchased, we know for a fact it's but a flip of the switch on the back end for Devs to do this.
It's not even like it's a great amount of effort to do this.

As aow is one of my all time favourite franchise’s and triumph is my favourite studio i purchased the title preorder. But i would still like everyone to have the opportunity to get it.

Honestly I doubt the notion that Paradox is the one holding the reins for this decision.
One year? Sure I'd accept it.
Two years after release? I highly doubt Paradox marketing cares if the Preorder DLC was released now.
