#Bug with “Mark of the Tower” trait

This trait states “CITIES” of this race that are tier 3 or higher generate +5 imperium while anything lower makes -10” the bug is that for some reason it count OUTPSOSTS as cities so if you have say like 5 outpost around the map your loosing 50 imperium income. Please fix this
