Just a fun thought that would make diplomacy more interesting. It could be an extra agreement like teleporter pacts, or something to toggle on/off, giving both empires a few of their units to hire.
Feels weird that I can't represent my big allies in the ranks of my soldiers, only free cities (that I might have taken from an enemy).

Oh that would be fun. Free cities get all these events, I never realized how strange it is that allies don't. I suppose because they might be human players.
