This is a welcome change compared to AoW3, but it should be a bit less common.
Heroes are supposed to be valuable and losing all your stronger heroes should have dire consequences for your empire. At one point it's ridiculous how the AI can simply recover his lost heroes like they're nothing. It makes great victories matter much less and sieging enemy cities look like a clown car.

They have a 1 turn cooldown on Brutal. It's in the patch notes
I think this is one of the side effects of a gradually increasing hero cap. Previously, the AI's number of heroes was bound to its city size, but it's now instead bound to game length.
And a 1-turn cooldown is pretty insignificant when sieges themselves are multi-turn events.
I'd also prefer for Heroes to be more rare and feel more meaningful.
Also, playing on NORMAL. I had to defeat 3x18 armies to actually win a siege on an enemy city. Not even a throne city. No idea where those large armies come from, but they're strong and annoying. You either win by a landslide or you're forced to retreat.
