#Garrisoned low tier units with reduced upkeep

I'd like there to be a good reason to keep tier 1-2 units around in the later parts of the game.
One way to make them relevant would be to give them an upkeep reduction when inside cities/outposts that goes past the minimum upkeep units normally have, down to 1 or 2 gold/mana per turn perhaps.

Maybe have it tied to town hall upgrades, and maybe have it as an upgrade to an outpost. The highest tier town hall could make it affect tier 3, perhaps?
It's realistic, it makes sense, and it would give more variety to late game.

wont wrk bc tier 1/2 units will still get dusted as soon as they step outside that townhall or if anyone sieges it

Tier 1-3 units with the occasional tier 4 are my favorites. Every Age of Wonders I have the same problem, so it would be cool to have a way to solve this other than restricting the AI through mods. 🤔

Garrisoned low tier troops could still help in case you need that extra 6 unit stack of auxiliary troops. If they could somehow assist the higher tier troops it would be neat.

Besides, low tier troops, a hero and some city defenses can do something. Perhaps not against a doomstack, but against a lesser army. I think it could work.

I guess the main purpose here for late game would be to defend provinces, especially teleporters, against pillagers by having cheap units stationed safely in walls, ready to respond.

If it's an okay tactic to rush the recruitment of a cheap unit (or summon one) to defend when pillagers appear, the upkeep reduction should be good enough that it's an even better tactic to keep a garrison for when a pillager appears. Of course, if a pillager doesn't appear, it would be a waste of gold, but safety should be a waste of gold sometimes. And paying for the rushed recruitment of a unit is also in some ways a "waste" if you can avoid it.

The best case scenario would be if you have low tier units left over, then you can station them in cities instead rather than recruiting fresh units to do it.
