The Dark Cultures Overlord Tower feels underwhelming

nah, its still useful. It just means u can either play a Low stability playstyle or high stability. Doesnt funnel u to one playstyle like before

other cultures still have a much easier time with stability

Yeah I get that, but my point is that the extra stability does not really do that much. Its enough to not lose provinces but not enough to avoid the negative income, thats my point. So you dont get the advantage of being dark, but also not the advantage of having stability buildings. Atleast thats how I view it
