It is already rare when an enemy vassal tries to send a war party. But I never saw one of my vassal ever attack someone.
They do not repair pillaged sectors either.
And when the game tells me a free city or vassal is actually sending a war party, they never come. Most of the time that war party is just too weak so the AI refuse sending it's troops near my borders.
Or ... I just never see them at all.
Something isn't working right here.

It also raise the question about the usefulness of giving your vassals some troops with the rally of the liege. Considering how rare this happens and the little troops you can call, it feels useless to give them anything apart from boosting them to counter an impending siege.

I've had a reinforced Vassal intercept and wipe out a 3-stack invading force from another player. It was amusing.
Reinforced Vassals also don't pay upkeep on the units, so it can be a way of bolstering your defenses... but only if the Vassal in the path of enemies.

In my current game, I watched a small enemy army pillage my lightly defended city while my vassal's massive army sat around next door, watching and doing nothing. I'm not sure how aggressive vassals are supposed to be, but they don't seem good for much besides defending themselves.
