Add something similar to a steampunk culture or faction.

This would consist of musketeers, airships, etc.

I get the feeling that the Industrial culture is supposed to capture the feel of the steam-punky Dreadnought from AoW 3, and likewise the Dwarves from the earlier entries to the series.

To complete the theme, I think it'd be better served as a line of tomes of lost knowledge that is focused on the leader re-learning scientific concepts and unlocking the older machine units. Things like autonomous golems, cannons, steam tanks, flame tanks, air ship transports, ironclad ocean-going vessels, and finally, the big land-galleons that travel around on screws.

Perhaps a Tome of Invention line focused on unlocking the production of machine units. Alongside it, a Tome of Application line focused on improving core army units in the same way that the Dreadnaught would give cavalry pistols, etc, in Age of Wonders 3. Peasants suddenly getting muskets, core archers turning into sharpshooters, etc.
