After seeing some footage of naval combat it does seem... silly, to say the least.
I wonder if it could be implemented a tactical map that is basically a Ship Invasion kind of deal. Two ships, hooked to each other, with some planks over for attackers to cross into the other ship.

Could be really interesting, allows devs to play with height (depending on the shape of the ships, but thinking about the ship from DOS2 for instance). Could be a different kind of Siege, where the armies have a shot at playing it more tactically with archers up top and melees down there.
Also if uaing galleys, could add 1-2 cannons to that side.

In my mind, think HoMM3 ship battlemap.

I see this topic come up very frequently and I'm pretty sure the developers have thought about this idea already. Nonetheless, it is unlikely to happen because it won't work too well with sea monsters and similar, moreover in other games we had ships as standalone units and I think we have some of these here too?

Honestly it’s probably something that would be best served by a focused content DLC rather than a quick fix.

That being said, I'm not sure if the combat is actually being as bad as people say? I see the main concern being the silly animation or boats bumping into eachother, but if the animation gets replaced by something better, will the combat still be bad?

They could well do a water focussed dlc (water tomes, more wildlife, sites .etc) but make the combat changes part of free patch to come with it. Will depend on how big a priority people think it is.

I think saving naval fixes and features for later is acceptable to instead prioritize work relevant to what's happening on land. which has always been the focus.
