@dapper river Like the Asstera had said, Scarlet is in the standard recruit banner just like every other NIKKE that is not a limited/seasonal character. The wishlist feature will definitely help you acquire her, but acquiring NIKKES in this game, especially pilgrims (a type of NIKKE that you’ll find out about later as you progress in the story), is all up to rng. P.S., The game uses a spark system rather than a pity system. So instead of each failed pull increasing the chances of getting a high rarity character (pity), each pull gives you a backup currency called mileage that can be used to get you a guaranteed character after reaching a certain number (which is 200. 1 pull=1 mileage). You can get many high rarity characters while building this spark currency. Pity resets, spark does not and transfers over between banners.

@tardy leaf Little Mermaid is currently one of the top 3 best B1s (burst 1s) in the game so yes, you are very lucky to acquire her as she not only provides burst gen to your team, but she also makes certain enemies take increased damage for a period of time, leading to your team dealing more damage; additionally she decreases cooldown times for your unit’s burst skills, leading to faster and more consistent bursts. Rapunzel is a decent b1 because of her abilities as a healer, however, her burst skill’s cooldown is 40s which is too long and is usually more of a unit used in PvP where burst cooldown times don’t matter since you only need to burst once.
