If you don't get anything with the first 3-4 multis, take a short break and let your algorithm reset itself. NIKKE uses low cost PRNG and it can happen that you pull 10-12 multis without getting anything.

Based of what you’ve shown me, it looks like Pepper is your only healer so you might need to use her sometimes in your team composition. But keep in mind that Liter is the best Burst 1 character in the game so you’ll be primarily using her for all content

The main issue with that is you NEED Noir alongside Blanc. If you don’t have noir then it’s not really worth using Blanc for the most part

Well if you don’t have Blanc & noir, then repunzel is a good healer and can revive. Pepper and noise are good alternatives.

Another issue is Rapunzel is a pilgrim so you probably won’t get her for a long time

Subjectively speaking I believe Blanc is the best if you have Noir. If you’re missing one or the other then yeah I’d say Rapunzel is the best

But you’d have to pair Rapunzel with Liter since Rapunzel’s burst is 60 seconds whereas Liter’s burst is 20 seconds
