It was deliberate, and the SSRs of that event are still top tier to this day.
Power rivals Laplace in damage output while Makima just refuses to die most of the time, heal herself on damage, make everyone reload fast and reduced cooldown stacking. Her and Dorothy make terrifying combo enough to get to see both Skill III nikkes still on timer by time you build another Burst ready. The English VA for the show existed but did not had time or shown the chance to voice over the collab for Nikke, so they stay this way. Likely, it will probably be the same with Nier stuff when it comes, probably. Also there's a vast majority of Nikke players that have the VAs ingame in any other language than English, I keep mines in EN but it's honestly not bad to have a bit of diversity, it hardly matters when the game just gives you subtitles even in your own language at all times
