CS is more important than attack imo for VestiT.
Your goal is to kill the first 3 units before burst. There's a high chance one of those 3 units is a defensive unit which can prevent the kill, e.g. Moran, Noah, Blanc. So actually your goal is to kill a key unit within the first 3 slots before enemy B1/B2. To achieve this, you need to fire off your first volley of 4 rockets asap. Adding attack makes your rockets hit harder, but hitting harder doesn't matter if the rockets arrive too late. Plus, assuming you properly invest in your EmmaT and EunhwaT, you don't actually need 4 rockets to land a kill, just 2 or 3 rockets is enough. And so landing 3 rockets fast is more impactful than landing 2 slightly stronger rockets slow. In a Absolute team, 4x CS will be better in PvP than a 4x atk VestiT. Of course if you can get both, that's ideal.

If you're not running VestiT in an Absolute team then charge speed isn't as important unless you run charge speed on all your RLs. But even then that might not matter if VestiT isn't the bottleneck for burst gen

You want to take advantage if you need a speed nuke

But putting Scarlet on def is a huge liability because she can be countered by Label or Noah

Peeps here are good at setting you up with a starter def, but if you wanna learn how to adjust your def as your opponents will do, learning the ins and outs from people here will help a lot
