I was able to use 8 trackers once upon a time, then steam said I had too many when I tried to re pair them, so it went to 4, and now it's gone down to 3, I think driver4vr has added fake trackers and steam kept them after the uninstall, and now I can't remove them,

Go ahead into the Lighthouse console and try to unpair everything manually, then try pairing one by one.

  1. Connect all the dongles you have, including your Vive Pro 2 (which has two integrated), and start SteamVR.
  2. Once SteamVR is started, navigate to your SteamVR directory. The easiest way to do this is by going to SteamVR in your steam library, right click, properties, and then installed data -> browse button

This will open your SteamVR install. Navigate to:
... /SteamVR/tools/lighthouse/bin/win32
In there, you have a file called lighthouse_console.exe, open this. this will open a command prompt.

  1. make sure SteamVR is still running and double check all connected dongles. then type "unpairall" into the command prompt of the console. this will hard-reset every wireless dongle connection steamvr has set up.

  2. Unplug your tracker dongles, but keep your SteamVR running and your Headset still connected. go ahead and pair the two controllers first, so these will be paired to the headset, and not accidently paired to a tracker dongle.

  3. Then, plug in your tracker dongles, one by one, and go ahead by pairing one by one. Once you have a tracker paired, keep it on and the dongle plugged in to avoid accidently pairing multiple devices to a single dongle. The same goes for the paired controllers.

You will need a dongle for every tracker and controller (and as I said, your Vive Pro 2 has two dongles integrated into the headset for pairing the controllers to)

Let me know if it's still weird and if it helped you or not.
