Many insects use the sun to navigate. At night they think a light is the sun so the fly in circles around it. Bugs are also very dumb.

You might find spiders in the day near the neck of a light post and often wasps are attracted to the heat from the electrical boxes but the sort of insect that react to artificial lights like these only do so once the warmth of the sun is gone
