i have managed to repeat this:
- start dedicated server
- connect, create character
- do a few things, secure house for a moment
- disconnect after about 5mins
- shut server down
- edit Engine.ini with a few settings, nothing drastic
- start server up
- rejoin with toon
I have been able to reproduce spawning both in a house and just now a room with an entire 10 zombie horde
