Unable to hook up power / water to High Noon Plaza, unless you use barrels there's no way to hook up water to the sinks, and there's NO way to hook up water to the bathroom, and there's no way to hook up power to the empty building.

I'm not sure what you mean exactly... the main building and empty building both have a fuse box to hook up a generator or other power source.... as for the water, using barrels is pretty much the way to do it unless you want to use a rain collector

When you hook up the empty building one to the fuse box none of the lights work, we tried everything to get the power to work IN the empty building (as the outside light works) but we couldn't get the lights to work inside.

it might be multiplayer issue, I tested in single player and was able to get the lights in both buildings working with a generator

I have a single player game running, I'll go test it, perhaps it is a multi-player issue
