The cannabais seeds can be found in Hunter's Cabin, check out the map at vein-germany.de/map . It's a little to the left and down from Outpost Alpha(military base). Not only the seeds, but in the Lab there are 2 packets of Crystal Meth, and in the totes u can find LSD, Cocaine, Cannabais and more Crystal Meth.

Part of the survival games is to explore, find new areas with different loot. But yeah it did not take me long to get an area with weed seeds. Farms, sheds and greenhouses is always a good place to start for seeds. The game even allows you to choose how difficult something should be so maybe check your settings?
I played DayZ over 2000 hrs in different ways and wish it had some of the features this game has so I believe they are on to something here.

Hunters cabin isnt the guaranteed spawn of cannabis seeds, behind the Dead Ends hotel is, but this guy is just a whiny little baby ngl
I spoke with him last night about this but regretted every second of it.

its probably just because nobody takes you serious after you said guides spoil the game you would rather spawn in the loot
