do you have any mods or language paks installed? if so then you'll have to remove them, if not then in the meantime until there is a fix, you can try to rollback to hotfix 10 via steam: #vein-discussion message

i tok out packs folder and restilled game see stil does it

sorry, devs are aware that this is happening and they are working on it... best you can try in the meantime is rolling back to hotfix 10, I think that's been working for most people
