You can make a kerosene heater already, and as far as I can tell it doesn't consumes any kerosene, just runs forever. or do you mean specifically electric heater?

Electric heaters should be a thing, I am not familiar with superstar New York but I assume all these houses would have AC units and gas heaters inside
