I feel with the scope of the situation there maybe a Military Evac Site for civilians as a possible way to escape the zombie threat or find military vehicles and equipment there could also be a black hawk that flies over head or near by after activating a ham radio and tuning to a specific frequency to then fire a flare to escape while fighting deadly hoards and if you're infected the military will not pick you up and they'll leave

They have this in the game already in one of the towns. It's pretty creepy. Its filled with dead bodies and such but it's in a building rather than tents.
