Considering your crafting and construction levels are sub10 and you need level 40 construction to be able to build the repair workstation, I'd say its not a bug.

Fixing and repairing car parts gave me repair and mechanical XP, but once I got to 500/500 it didnt level up.

Mechanical XP will start flowing once you've put down your first workbench, repair once you've put down the repair workbench. I reckon you cannot level what you technically cant use yet.
