As Hard leather is just a thicker form of leather, why not make it so it is craftable on the workbench, using glue, thread and leather straps? Or something along those lines.

We are just finding it hard to find boars in the world, so I was thinking of an alternative.

yeah they are a bit difficult to find, especially if you move around in vehicles, they tend to run away, and what seems like dissappear if you dont hop out and kill them asap. Maybe they could change their aggro so they attack instead of run away, bumping the spawn rate a tiny bit couldn't hurt either. I kind of like having to hunt for this resource, but it is a bit scarce I'll admit.

Normally wax (beeswax) can be used to harden leather, but as that is not something in game, is there an opportunity to use candle wax (say 3:2, wax : leather to produce 1) and/or add a third ingredient to be a little more difficult like a Salt Pack or something, allowing the hunting of boars to still be the most effective source.
I also saw reference to a Tailoring Bench (found a sewing machine), so maybe this is where/when alternative production of Hard Leather can be made, rather than Advanced Workbench.
