I wouldn't consider this a bug. I imagine that before they were a zombie, maybe their friend or partner died/turned into a zombie, and they just took their ID to remember them😄

oh, and I can recall a time I found a zombie with like 4 id cards, I figured they were a pickpocket or thief😆
