I found the issue but it's pretty bad and I think it will break peoples' found vehicles

No - because I messed up with when vehicles are duplicated during map editing you have 7 cop cars all with the same identifier
So it's loading cop car #1 to #7's location, then cop car #2 to #7's location, etc

also are you supposed to be able to go through trees in cars?
