This effects the power of the vehicles to move reverse. So if you have a broken (0%) brake power assembly then it cannot move reverse. If it's around 10-20% it will likely move reverse with a speed of a snail. You can test it, I did it. Finally discovered this issue. When i switched to a brake around 75% health my car moved reverse without any issue.

It would make sense if the Gearbox was an item because that would control the forwards backwards gear selection

Can confirm this is the case.

I removed brakes from a car and i crashed into a wall and could not reverse
