Banning swaps usually makes the game more interesting and less linear. Alliances are incentivized in TI as both sides can get benefits. But support swaps can effectively just make the game a 9 point game with 3 pairs facing off against each other. Having to extort or pay heavily for supports makes the game much more interesting
