Yes, you have to use a third party website. http://tidraft.com/ has built in tools for minor factions

TI4 Lab Draft

TI4 Lab, for drafting and map creation.

It will not give the proper numbers for the minor faction home systems or set you up, so those have to be adjusted manually

It's still missing the minor factions. If you restart it it's under milty-eq's advanced settings

The equidistant is a factions home system, I thought that's what MF did?
