[TF] Add option to pre-play Reverse AC

I’ve had multiple games get hung up on the timing for reverse. It should be after all players react to the splice participation but before cards are revealed, which is a narrow window to hit. Getting to preplay the AC while players react to a splice SC would help bridge the gap
