#I.I.H.Q. Tech not factored in franken trade info

I think it is something related to Franken factions not having a check for IIHQ like the Keleres faction would in a normal game.
Seems likely to be an absol iihq problem
Does absol change the tech? Or is it just coded differently because different version of the game?
