Genetic Recombination and Pre-votes

It looks like pre-setting Genetic Recombination on someone does not stop any pre-votes they may have logged (at least in franken).

Would be nice if it stopped the pre-vote for reactions.

GR is always a tricky one for sure

Erase my vote and have me vote again is a good button for times like these, if the pre-voter wants to change their mind
