#Potential Bug with Fleet CCs

Game is pbd4190 in Fighter Club.

Barony player adjusted CCs in Round 1 Status Phase from 0/3/1 to 3/0/3, and then started Round 2 with 3/3/3. We fixed it, but we can't figure out how it happened, so I thought I'd report it.

Was thinking it could be related to the 0 TGs bug that was recently announced.

If it occurred doing the same time window, I believe this is already fixed

I did make the same logic mistake with the fleet CCs, and realized it at the same time as the tgs

But setting fleet to 0 is rarer
