In this game, strengthen bonds was elected as a PO but can see it in the unscored SO deck. Not sure if it's actually in the deck or just an issue with the reported unscored SOs

oh one thing to note is the law did get repealed, but I'm assuming that doesn't mean the SO goes back in the deck (correct me if I'm wrong)
