In FOW30, there was an agenda that finished voting and moved on to shenanigans, where Bribery and Deadly Plot were assessed to be non-factors. But a team was still able to play it, so it seemed like the checks were not working properly.
With this being FOW, I can't provide all details of why it happened, but my working theory is that it is an artifact of Absol's Agendas. For this agenda, all players voted for the same outcome, angling to be the highest voter to get a boon inherent in the agenda. So when Bribery was played, it was played to add votes to the already-winning side of the agenda to push that player to the top spot. If bribery is not looking for that instance, it may only trigger if there are votes cast on a dissenting option
