It does refer to allies, it says at the top so it would be logical to assume it does.

Try it again in the testing arena. Activate it right when the allied bots are about to die, and look at what the ability does
It should save them until the ability runs out

Since it spreads the damage across all modules, you won’t notice much difference when being shot with AoE weapons (like orkans).
