If u look at the 3-4 second mark, the flames stop very briefly

This makes me assume that your black out did stop the attack. It might not be very evident since the flames that were already out before your black out hit him were still travelling towards u

In that split second, he used his core gear to reload the incinerators and overcome the effect of the blackout and continued shooting at u

Incinerators have a +4 second reload at max level if i remember correctly
