I'd personally vote for this to be one of the courses with 2 holes: the Road Hole 17, back pin behind the Road Bunker for one & one of the possibly drivable holes 9/10/12 for the other. I'd lean toward 12, front pin in that bowl, but any of the three around the turn would fit to me
I agree that #12 is a great choice. I don't think #17 should be part of "Best of Par 4s" though. That hole should be part of the "Best of Hardest" once you start revising that course.
I think 13 is tough especially in the wind. Or perhaps 4th - that green with the dip in front and the green that falls away. Again in the wind is very tough

I personally feel the first is a great challenge, with tail wind the water is in play, with headwind the approach is tricky, not the toughest hole but a great challenge
#1 and #17 are my votes, The look and challenge of #1, and Difficulty on #17.
17 and 18. Iconic holes everyone knows
Agreed, and I'll take it one further: 12 for Best. 17 for Hardest. 18 for Famous; possibly joined by 17.
