There is slowmode in every channel. You can send a message every 10 seconds.

You can post photos when you reach Valley Adventurer #🏆levels

Yes, so people do not spam photos. You will always have slowmode. You are able to still send messages. Everyone has the same slowmode amount, though it varies by channel.
