Having Vision Distance Quality set to Near removes most grasses and bushes, which makes it very easy to see enemy everywhere. Peripheral vision is no longer flooded with greenery and enemies stand out very much. Also low graphics remove lighting effects, which also aids seeing enemy.

Solution: report player average fps, graphics settings, and maybe even PC specs to servers. Players who exploit low graphics for advantage likely have high FPS and powerful specs. Only real low spec gamers who get around 60 fps with weak specs should use them, even then it's advantage but they have no choice so it's not that bad. Then server owners should decide to make rules to ban players exploiting low grasses for easy field scanning.

To not hurt performance of game with reporting, send average fps and graphics settings periodically not always. Knowing pc hardware, average fps and vision distance quality setting makes it educated decision that player is exploiting the game to get advantage.

If it was up to me I wouldn't allow any changing of the graphic settings, everyone should be competing on a level playing field in a visual sense. Putting players with mid to high end computers at a disadvantage, or forcing them to lower their settings too so that the players who are running very out-dated computers can play the game is unacceptable.
